Sustainable textiles and materials in Asia

We at ULTRA are looking to develop a sustainable collection and have been searching for recycled PET fabrics, Tencel etc to buy in smaller quantities for our samples. Most of the companies that manufacture recycled polyester and PET are in Taiwan their MOQ is very high.  Would anyone know where I could buy such fabrics in Hong Kong or even textile stores that sell such fabrics by the meter online or at a retail space? We are in Malaysia, the closer it is the better. 

We are also looking for old leather remnants or repurposed materials to make into accessories and shoes. All recommendations welcome! Thanks :)
